Position Title: Program Officer (1 positions)

Reports to: Program Coordinator

Job Summary:
The Thai Red Cross AIDS Research Centre (TRCARC)’s PREVENTION is looking for a qualified person for the Program Officer position. The incumbent specifically provides broad project management, research implementation and coordination as well as programmatic support to local partners on HIV testing services, technical strengthening initiatives, interventions and activities of the Key Population Led Health Services model.

Key Responsibilities:

  1. To assist the Program Coordinator in coordinating with local, national, and international stakeholders including all community-based organizations (CBO), Provincial Health Office, Office of Disease Prevention and Control and Ministry of Public Health, etc. and other relevant organizations in Thailand to ensure smooth operation of program and research activities implemented by TRCARC.
  2. To coordinate with technical, program, finance and operation staff to ensure project activity tracking systems.
  3. To participate in periodic assessments of the project and site visits as assigned.
  4. To respond to a variety of programmatic, financial, administrative and logistics needs and requirements generated from donors, local partners and other stakeholders as assigned. 
  5. To support the development of and reviews and monitor annual work plans and budgets for activities at assigned CBO sites.
  6. To provide programmatic support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects as appropriate.
  7. To monitor and to maintain protocols, instruments, data sets, manuals, training materials and reports.
  8. To assist the Program Coordinator to ensure that project resources are utilized in accordance with applicable TRCARC and donor policies and procedures.
  9. To maintain and monitors the project specific information system in order to respond fully to donor reporting requirements.
  10. To involve in the area of monitoring and evaluation (M&E) which includes development and utilization of target reporting tools, reviewing for consistency and accuracy of information in annual work plans, budgets, quarterly, semi-annual and annual reports, as well as coordinating with Data Management Team for inputs on targets reviews
  11. To perform other duties as assigned.


Qualifications Requirement:

  1. Master degree in management, public health, social sciences and/or related field
  2. Two years of experience involving program implementation and management, preferably in HIV/AIDS prevention, care and treatment program (preferred)
  3. Experience in program management, monitoring and evaluation and reporting in diverse settings (preferred)
  4. Good written and oral communications skills in English and Thai

Knowledge and Skills:

  1. Sensitivity to gender diversity, people living with HIV and other vulnerable populations, and understanding of the political and ethical issues surrounding HIV and AIDS
  2. With minimal supervision, manage high volume work flow
  3. Experience in providing program management support to development project (preferred)
  4. Experience in working with country programs funded by US government or other international donors (preferred)
  5. Knowledge of health programs (HIV and AIDS, sexual health, public health, international development, and/or social science research)
  6. Relevant computer software skills
  7. Resourceful through technology, research skills, and relationship building among several organization teams and units and professional organizations to resolve problems and initiate enhancements.
  8. Ability to travel at short notice

Program Officer, Training and Certification

POSITION TITLE: Program Officer, Training and Certification

REPORT TO: Deputy Chief of Party, USAID Community Partnership

USAID Community Partnership Project:
The USAID Community Partnership is a 3-year project supported by USAID and implemented by the Prevention, TRCARC. The goal of the project is to establish a sustainable technical assistance (TA) platform for building capacity of community-based organizations to provide quality Key Population-Led Health Services (KPLHS). The key objectives of the project are 1) to build the capacity of community-based organizations (CBOs) to provide high-quality KPLHS; 2) to establish certification systems that allow CBOs to secure public-sector endorsement of KPLHS; and 3) to mobilize and leverage resources to sustain the KPLHS TA platform.

Job Summary:
The Program Officer, Training and Certification will be responsible for activities under the training and certification component of the USAID Community Partnership Project. He/she will support the development of certification system for community health workers, coordinate with the Training and Certification Committee for provision of inputs to support the certification system, manage the assessment process for certification, document the assessment results and issuing the training certificates. He/she also conduct and/or organize training for the Project

Key Responsibilities:

  1. Serve a focal point for coordination with CBO partners and stakeholders who work with USAID Community Partnership Project as assigned to ensure smooth operation of program activities.
  2. Coordinate with the Training and Certification Committee and key stakeholders to develop certification system for community health workers. 
  3. Arrange meeting and workshop on training and certification.
  4. Manage the development of assessment tools for certification, coordinate with assessors and CBO partners for the assessment, conduct the assessment in his/her area of expertise, compile assessment results, and prepare assessment report.
  5. Document the assessment results and prepare documents for issuing certificates.
  6. Work with program team and Marketing and Communication Officer to summarize the key lesson learned and success stories for developing materials and documents for advocacy. 
  7. Assist with the identification, documentation, and dissemination of project experiences, lessons learned, and success stories
  8. Develop training modules for key population-led health services (KPLHS) and conduct and/or organize training in his/her area of expertise.
  9. Others as assigned by supervisor.

Qualifications Requirement:

  1. Master’s Degree in social sciences, business administration, international studies, public health, research or statistics.
  2. At least 3 years of relevant experience in management of large projects and/or programs.
  3. Has ability to manage projects, set realistic priorities and plan, and monitor the program effectiveness. 
  4. Good negotiation and diplomatic skills, and relationship building.
  5. Proficient writing and verbal communication skills in both Thai and English. 
  6. Relevant computer software skills, including, MS Office.
  7. Experience in facilitating training and other capacity building methods 
  8. Work well independently and in a team setting
  9. Detailed oriented and proactive in managing his/her work with less supervision and time constraint.
  10. Gender sensitivity and good understanding of political and ethical issues surrounding HIV/AIDS

Job Summary:

Senior Program Officer on Capacity Building will lead and manage the program activities planned for capacity building of CBOs on key priority services of KPLHS. He/she will work closely with the Program Officers and Web Developer to develop training modules, and to develop innovative training platform/packages for CBOs. In addition, in collaboration with CBO sub-grantees, this position will lead and facilitate the certification process for KPLHS at CBOs.

Key Responsibilities:

  • Lead and provide technical support in planning the KPCLHS capacity building activities for CBOs.
  • Provide support in processing consultancy agreements and contracts for the Project.
  • Manage and work with the consultants to develop KPLHS training modules and training packages.
  • Lead Program officers to develop and implement the training packages on KPLHS.
  • Lead the Program officers to coordinate with CBO partners and stakeholders to design and implement transfer of training process for KPLHS.
  • Monitor the progress of capacity building activities and training evaluation.
  • Manage and supervise the program officers responsible for training on KPLHS 
  • Lead the Program officers to prepare reports and success stories for the Project.

Qualifications:

  • Master’s degree in public health, social sciences, or related field, with bachelor’s degree in nursing or health related field
  • 5-8 years of experience in working with NGO on health or development programs with CBOs
  • Strong experience in designing, implementing and evaluating training activities and programs
  • Experience in facilitating training on HIV clinical prevention to care services is an advantage.
  • At least 3 years of experiences in providing technical assistance on HIV-related services 
  • Has ability to manage programs, set realistic priorities, and successfully implement activities. 
  • Self-starter, detailed oriented and able to work well under time-pressure with less supervision
  • Team work and proven track records in working with multi-disciplinary teams
  • Sensitivity to cultural differences and understanding of the political, ethical, and gender issues surrounding HIV/AIDS
  • Excellent written and verbal communication skills with ability to synthesize information quickly
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
